The Mad Hatter wanted Batman's cowl for his collection. After stealing a ruby from Hattie Hatfield he sprayed Batman with a radiative spray, turning it hot pink.

The contaminated cowl has become wildly popular among fans, due to its ludicrously hot pink color. This has been reflected in the Classic TV Series modern merchandise.
